The Government of St Lucia has 2016 designed a transparent and structured program to ensure that issues of credibility and integrity are well-protected. The program grants citizenship on the basis of various forms of investment. A qualifying investment must satisfy the minimum investment level in the St Lucia National Economic Fund, an approved real estate project, an approved enterprise project or the purchase of government bonds. ST LUCIA CITIZENSHIP BY INVESTMENT OPTIONS

There are four types of investment that qualify an individual for citizenship under the St Lucia Citizenship by Investment Programme: a donation to the National Economic Fund (NEF), the purchase of pre-approved real estate, an investment in a pre-approved enterprise project or an investment in non-interest bearing Government bonds.

HOW TO APPLY FOR CITIZENSHIP IN ST LUCIA?

To apply for Citizenship Program St Lucia applicants must be at least 18 years of age, be of a good character with no criminal record, and have good health. An applicant may apply together with his or her spouse and dependent children and other qualified dependants.

The process of applying for citizenship in St Lucia is rigorous and requires diligent preparation in order to gather all the information needed. Application timelines can vary and be difficult to predict, although they usually depend on how easily an applicant can access the required documentation, as well as the complexity of the application as a whole.

PROCEDURE PROCESS

The steps are mainly simple, particularly after signing service agreement, we will proceed as follows:
Step A
- We will start pre-screening procedure to determine your eligibility.
Step B
- Once pre-screening is done, you will have assigned a Client Service Manager who will guide you through selecting process for the most appropriate and in your benefit investment option.
Step C
- The designated Client Service Manager will collect all needed documents and submit the application to the Government.
Step D
- Once your application is approved, you will have to submit the payment for all fees and amounts.

After all the above steps, we will collect the Citizenship Certificate and passport and deliver it to you in the most secure way.

The process may be simplified into the following steps:

WHAT COSTS ARE EXPECTED?

1. The National Economic Fund (NEF):

Applicants for the St Lucia Citizenship by Investment Program must make a non-refundable donation to the NEF. The National Economic Fund (NEF) is a special fund established for the sole purpose of receiving qualifying investments of cash for funding government sponsored projects.

  • 190,000 USD = Contribution
  • + 25,000 USD for each additional dependant, of any age
  • 2,000 USD + 1,000 USD per additional dependant = Government Fees
  • 7,500 USD + 5,000 USD per additional dependant over 16 years of age = Due Diligence
  • + Application Fee

2. Real Estate Investment:

The applicant is required to execute a binding purchase and sales agreement for an investment in an approved real estate project and must be kept for a minimum of 5 years.

  • 52,000 USD = Government Fees
  • 7,500 USD = Due Diligence
  • + Application Fee

3. Pre-Approved Enterprise Project:

Approved enterprise projects fall into seven broad categories: Specialty Restaurants, Cruise ports and marinas, Agro-processing plants, Pharmaceutical products, Ports, bridges, roads and highways, Research institutions and facilities and Offshore universities.

4. An investment in non-interest bearing Government bonds:

Citizenship by investment may be made through the purchase of non-interest-bearing Government bonds. These bonds must be registered and remain in the name of the applicant for a five year holding period from the date of first issue and not attract a rate of interest.

As of 1 January 2017, Saint Lucian citizens had visa-free or visa on arrival access to 146 countries and territories, ranking the Saint Lucian passport 31st in terms of travel freedom (tied with Macao, Panamanian and Saint Vincent and the Grenadines passports) according to the Henley visa restrictions index. St Lucia signed a mutual visa waiver agreement with Schengen Area countries on 28 May 2015.
